Can the throttling issue on the 2018 MacBook Pro

So, I’ve been reading a lot about the new MacBook Pro, the throttling issues, and it got me thinking: can this issue be fixed? And can it be fixed with an update perhaps? Or is this generation of MacBook’s (especially the i9) just screwed?
I’ve heard some people make the argument that it’s unoptimized software causing the issue. In particular on YouTube I read someone say that since these are new quad and 6 core MBP’s software needs to be optimized. They pointed to how they used Final Cut Pro on an older MBP that was the first quad core or something and it apparently caused something similar to what we’re seeing now. Then a month or 2 later FCP got an update that optimized the app for the computer and it was no longer an issue.
Could these throttling issues be avoided with software, either by optimizing it or even through a system update? I also saw someone claim that all Apple needs to do is send a software update out to trigger the fans earlier and it won’t be an issue either, is this plausible?
And finally, would it be an issue for the computer that I’m looking at? I’m aiming to get the 13-inch i5 with 16 GB RAM and either 512 or 1TB of storage. I’m in desperate need of a new MacBook as my current mid 2009 is starting to fail and I was really hoping the 2018 MBP would be the upgrade I could go with.
