Controlling photos space consumption

I’m looking for a better method to control the amount of space photos takes up on my device. I don’t take many, if any photos on the iPad, but I’d like to be able to use it to view photos I’ve taken and uploaded to photos.
It appears that a good deal of data is being loaded onto the device for photos I’ve never viewed. Short of disabling photos on the iPad is it possible to only store thumbnails or less? Like only store thumbnails for photos taken in the last 6 months. Then when I want to view the photos, just retrieve them iCloud on demand, even if there is a delay while it’s downloaded in real time.
I think this seems reasonable, but searching hasn’t led me to any reasonable means of meeting this goal.
