Change iPad from parent account to a family (child) account but keep apps/data?

2017 iPad running the latest iPadOS. Originally used as my (parent) device but when I upgraded last year my daughter has steadily co-opted this device as her own. We have Family Accounts set up and I’d like to change the all the settings to be using ID to be her iCloud ID instead of my Apple ID (e.g., so she can request apps, I can use Screen Time, etc).
Anyway, she’s got a billion apps installed and I’m curious if there are any options to migrate this device to her account without the need to reinstall apps or lose local data. Being a family account, she should have access to all the same apps (right?) but I remember in the past running into situations where if an app was installed with a different Apple ID then what is currently registered for the App Store then you had to use that ID to update that app…
iCloud backup/sync is enabled if that makes things easier or complicates things.
